A now-former Gregg County Jailer was arrested after being accused of using an inmate’s credit card to purchase a breast pump.
Shalisha Denai Mungia was arrested Friday on a charge of credit card or debit card abuse following an investigation into “possible illegal activity being committed by a sheriff’s office jail employee while on-duty,” Gregg County Sheriff’s Office Chief Deputy Craig Harrington said in a statement.
On Oct. 23, 2024, Mungia used inmate Liquieta Lawanza Deesjuan Kelly’s Chime Credit Builder Card to purchase a breast pump for $231.88 on Amazon, sheriff’s office Lt. Tyler Myers wrote in an arrest affidavit.
Myers began investigating the matter Jan. 27 after the sheriff’s office received a complaint about Mungia from Kelly, Myers wrote. Myers interviewed Kelly, who has been incarcerated since November 2023 on multiple charges.
Kelly told Myers that she had allowed Mungia to use her Chime card to buy food several times while Mungia was on duty, and Kelly “claimed to receive a benefit from such transactions,” Myers wrote.
Mungia asked Kelly for permission to use her Chime card to purchase a breast pump because she was pregnant and about to give birth, Myers wrote in the affidavit. However, Kelly declined the request, she told the investigator.
Kelly later tried to use her Chime card to fund her inmate phone account, but she was unable to because her card had low funds, Myers wrote.
On Feb. 14, Myers obtained records from Amazon showing that Mungia added Kelly’s Chime card to her Amazon account Oct. 23, 2024, and named “Laquita Kelly” [sic] as the cardholder. Records from Chime showed that Kelly’s card was used for an Amazon purchase that day totaling $231.88.
Mungia had been a jailer since July 2021 but was terminated Friday because of her arrest and other policy violations, Harrington said. She was booked into jail that day and released on $1,500 bond.
